Are you wondering how to catch up with the attorneys from Whitt Law at this year’s Joint Annual Conference of IASB/IASA/Illinois ASBO? James Dougherty and Brian Bare will participate in a presentation on the new concussion protocols for students; Brittany Flaherty Theis will participate in a presentation on the current market and regulatory environment for bonds; Stuart Whitt will participate in a presentation on how a bill becomes a law; and, Thomas Gray and Stuart Whitt will participate in a presentation on the changes to TRS imposed by Public Act 100-0587. At 2:00 p.m. on Friday, November 16, Stuart Whitt and Thomas Gray will join IASB Director Deanna Sullivan and Senator Heather Steans to present “Pensions: Hasty Action Equals Unforeseen Impact.” In this session, the presenters will describe the current state of the Teachers’ Retirement System and an analysis of Public Act 100-0587, as well as the related budget negotiations. Stuart Whitt will cover the impact of this law on school districts and TRS members.

At 10:30 a.m. on Saturday, November 17, Brittany Flaherty Theis will join three panelists to present “To Borrow or Not? Bonds: Current Market and Regulatory Environment.” This presentation will give participants a general background of borrowing methods, provide insight into factors to consider when deciding whether and when to borrow, and update the audience on current market considerations.

At 3:30 p.m. on Saturday, November 17, Stuart Whitt will be presenting with Todd Drafall and Micheal DeBartolo regarding the legislative process. Audience members will learn the details of how a bill becomes a law. The presenters, along with guest speakers, will provide background information and legislative insights, while walking audience members through the life of a hypothetical bill that would be of significance to school districts.

From 1:45 until 3:15 p.m. on Saturday, November 17, James Dougherty and Brian Bare will join the Carousel of Panels, presenting “Concussions and Head Injuries: Planning and Responding.” James Dougherty and Brian Bare will be joined by a board of education member and superintendent to discuss concussions – in the classroom and on athletic fields. Participants will learn about appropriate protocols for responding to incidents, planning and training, and communications with parents and students.
